Able to bypass merc limit

I was trying to get my merc total to it's limit exactly, and noticed if I buy the mercs one at a time, I can go past my merc limit. Granted it takes a while, but appears to be a bug.

I believe this bug has been posted and known about for a while.

it starts at 10 over the limit with no merc control tech...and increases from there on
