it might be a cheat or a bug

i dont know if this a bug or a cheat, But theres players are only building on there fleet, and there stealing planets and, we cant stop this becuase people cant touch fleets, so i cant mass away a the persons 0 def, and there 0 attack
all i can do is sit around and keep letting them take planets

i have seen 2 accoutns do this

a lot oif people are starting to do that...^^
but obvisouly you just thought there were just cheating
