What's the point of sending more spy agents to spy?

If u send less and the power goes below the limit where u can spy succesfull, u will loose half of them.

Indeed. When you recon, you want to send as many as possible to get the maximum 'recon power'.

Note that this is not true for sabbing.

note: when doing a spy or reconnaissance, you only lose 20% if you fail
