Hey i have UP of 8 k, i have 5 officers so my total UP is 10,1 k
no here's a thing, does my commander get % of my 8 k UP or from my total 10,1 k UP?

UP planets add to total.
Your Commander gets 15% of your total if he is set to 30%, 10% for 20% and 5% if on 10%
