If somebody has a paid 20 dollar supporter status can he send it to somebody else and then ascend and get full supporter status back?

you can't transfer supporter status.

supporter status allows you to send stuff to other people. if you send stuff away, and then ascend, then someone can send your stuff back to you, yes.

I knew that you get SS by ascending but i was just wondering if i could transfer my supporter status to one of my friends without it and then ascend and get SS from that
