Personally I think the following.
Everyone should get G&R
The Top 5 as follows
1st / 10
2nd / 8
3rd / 6
4th / 4
5th / 2
Places 6-99 / 1
Places 100-999 / .50
Places 1000-9999 / .25
Change all Ascensions to require more and more G & R for each higher level of ascension (i.e. Ascension #1 1000 G&R #2 2000 G&R etc etc with at the 11th ascension costing double the previous cost so in this case 20K then 12 would be 40K) Make ascension something more earned for achieving higher levels.
Doing this I think you will see more fighting for the higher ranks as well. I mean seriously if someone is ascended lets say 5 times and they are going for the 6th one. That means they need 6K G&R and if they stayed ranked in the lets say 8K range it would take them in the neighborhood of 498 days to meet the ascension requirements G&R wise.
This ideally then is rewarding about (or soon will be) the top 10% in the game with more rewards for the top 1% and more for top .1% and even more then for the top .005% (this is based on 100K accounts)
