I just attacked him-hes in the 11ks and he has over 90,000 defenders. Anyway how do u get 15 officers when ur in the 11ks.

being in the 11k's and having a bunch of officers isn't difficult. only if the person is someone who has been playing for a while. the weird thing is that a bunch of the links are close to eachother.

Yeh officers come to you for naq. You could be ranked in the 30k's but still generate enough naq to attract them.
