Attacking Planets

If a planets defense is stronger than your fleet strength, how close to the defense rating does your fleet strength have to be to be able to damage it without losing all of your fleets?

For instance, if i have 400 mill fleet strength, can i attack a planet with 600 mill defense and destroy its defence over a few attacks?

It's supposed to be that if fleet strength is less than 10% of the defense rating, the fleets are destroyed, but either the number changed or the functionality is glitched in my experience.

So, in your hypothetical situation, you can hit the planet's defenses until you can overwhelm them.

by less than 10% does that means for a 500 mill defense planet, if u have less than 50 mill fleet strength? or less that 450 mill strength?
