the SS idea is a good one although the stealing process itself need to be modified too.
Planet Massing:
It's way too cheap to mass a planet. you don't loose fleets and the repair cost is a joke compared to the losses to the defences,
I think that when you attack planets your fleets get destroyed. just like normal soldiers die. I don't even see a reason for why the fleets count as normal weapons. shouldn't need to repair them. it's on the MS
Planet Massing 2: Addition or an option (i don't mind, i'm fine with both ideas)
When you mass a planet you shouldn't be able to attack as fast as you can click the button. 1 attack should always take at least 10 minutes or 1 game turn. I mean your fleets can't fly around in fight permanently.
Planet stealing:
after stealing a planet one should not be permitted to abandon a planet at least a day after it was caught. nor should it be permitted to go on ppt at least a day from when you stole a planet. (the board might not want troublemakers so they won't let you in until the situation has calmed down)
