I don't subscribe to this 'there are no planets out there' theory - having found yet another one yesterday (which I donated to an alliance member).
In all that means in approx the last 12 times I have sent my MS out, I have found 3 planets (none of which I wanted to keep unfortunately - so I agev them away).
Maybe I'm just lucky???
Anyway - rather than a new galaxy, why don't we have something else? Two suggestions:
Suggestion 1: There is a 'Birth of a Star' event put into the game. This would occur randomly, but should maybe occur no less than every 1 week. What would happen is that the event would occur, but you would not actually be told that it has occurred. Instead you will receive a message beforehand saying something along the lines of 'Your Chief Science Officer reports that the birth of a new star is imminent, it is estimated that the Star, and a system ox <insert number here> planets will be created in <enter range of days here>.' The numberof planets created would be random - say anywhere between 6 and 12 - as would be the dates - anywhere between 2 days up to 7 days (so the new system will appear at some point between the date range stated).
So, armed with that knowledge you can then send your mothership out during those dates for an increased chance in getting a planet - you knowthat new planets will be created between those days - but obviously they will only be created on one of those days.
Now - the catch - if your mothership is out exploring at the time the message of an imminent star is sent, then you do not get the message.
Suggestion 2: Any Ascended Being whose mortal counterpart is Living God can, at the expense of a significant proportion of Ascended resources, create a new star system, with planets.
What happens then - I haven't really thought about (I'm very tired you know!
) - but maybe it gets announced game wide - or maybe not! lol. There would also have to be some kind of benefit to the Ascended account or the associated Main account - but not something that would be a percent increase in stats in main. Perhaps the Main account would automatically receive one of the newly created planets at random (provided they already don't have the maximum of 10).

I like this idea, it could make for a more active community in gaming, could slow down the multies somewhat, eventually.... but i am not sure if that is the idea of this thread, anyway if something like this was inserted in the game, more people would have planets, piracy would be less profitable, and in genreal, people would be happier than before

we also prefer your first idea wolf359... the second gives too much power to the ascended, and too little to the non-ascended...
so if we understand you correctly, those searching at time of birth, cannot get planet from the birth?
perhaps most of the new planets should be spawned in the void (or whatever the search area is called), and maybe a very few could spawn in existing systems, appearing in the accounts of random players?

not all the strong have 10, some have chosen to have zero...

totally agree the universe is infinite apparently so just make more palnets there is no need to dress them up just make more planets for people cos the strong player generally hav them the strong players always keep them and the weak players are just targets if they have one so if there was more planets things would be a lil easier and also just for the record i have never found a single planet please make more planets the other galaxy would be a good idea but u select which galaxy the ms is sent to but i dnt no about the difference in time
