I don't think so. Multies who steal planets is cheating. People who steal planets for the sake of stealing isn't illegal...annoying yes, but not against the game rules.

No more annoying, I suppose, than those that build up massive strike capability with the sole purpose to go massing. Or those that specialize in anti-covert skill and do nothing but mop up spies after a massing. Or people that have a huge covert action and do nothing but sabotage weapons.

While I suppose that it could be argued that the "right" way to play the game is to have more balance in all stats, meh. Just different ways to play the same game...
