perhaps to make people choose it, the ratio of good bonus to bad bonus to no bonus could be 54:23:23 or something like that...

In terms of deciding when people get bonuses why not use the races as a basis, so one week the good guys (Asgard, Tauri) get a bonus and the next week the baddies (Goa'uld, Replicators) get it, also this way you could prevent the same people getting bonuses too many weeks in a row... just a thought anyhow

im against the volunatary choice and also against the "card deck effect" - so you cant get same effect in a row. imho it should be really, really randomly. of course it sounds a bit unfairer but thats how space life is, exciting and
unpredictable
ya cant say, "my ms cant be damaged by space debris again cause it already taken damage last week".
beside, thats why the effects should only have a small impact on whole gameplay and being randomly, not race-linked or via activation. this way, we avoid the whole problem of being "biased". (lets face reality, if we do it the other way round, there will be some ppl whining about [race] getting too often benefits or that certain well known ppl have been toldabout the effect in advance, so they only activate when good effect will come..)

the idea is good but what about introducing not weather but races insteaed
the Sodan could mean an X% to offensive
the Re'tu could mean an X% to defense becuase they are invisable
the Kelownans could mean more X% in naq per turn because of Naquadria
then Reece the replicator could add X% to covert and anti covert
the Nox could mean X% in UP because they can heal there wounded
