There is no penalty for changing ascended races.

BUT - If you change races (to a 'basic' race) you WILL NOT BE ABLE TO CHANGE BACK to an advanced (post ascension) race -- at least not without reaching ascension again.
advanced races are the ascended races: Ancient, NanoTiMaster, System Lord and Tollan
basic races are un-ascended races: Asgard, Goa'uld, Replicator and Tauri
