Is it just me or is anyone else not getting turns? Is the game getting updated?

I have not been recieving turns in a while also. I thought I had the maximum, but 4k turns isn't the max.

So I accumulate them up to 4,000 turns, then I stop recieving them.
Then I can hold up to 10,000 turns before I can't hold any more.

yes...

you can get about the 4k by trading though the market
actually you can have 10k turns before you can stop recieving them...
the max you can hold by going through loopholes is actually 50k
