How does Covert Level affect Covert Action?

Heres a newbie question.
Does your Covert level affect your Covert unit's effectiveness level?

i.e. the higher your Covert Level (say 22 to 23) the higher your total covert action score with same number of units.

yes, i think every covert level increaces their power by 50% (not sure on that correct me if im wrong)

seems right, the guide says that every two levels double power, so 50 % increase seems right for 1 level...

square root(2 by the power of spy level).. That is the power that is multiplied by number of agents to get covert action.

Basically, everytime you buy a spy level the power each covert agent has is multiplied by about 1.4
