I have a 50 mill army size, 13 mill lifers. Now lifers can never be gotten rid of. Never. So I go to war (like we are now) and kill 20 mill spies.(Yes there are people who have kills that high, I lost 2 mill spies myself to their ACer and he hit many many people). Now at that rate of attack it would not take long and you would have 50 or 60 mill lifers.
What you gonna do when you hit 100 mill lifers? If you don't have enough UU to replace your Att, Def, and covert/anticovert at least three times your a sitting duck and can not recover from a proper massing very well.
If you are at the 75 mill mark and go to war and get all your def and covert killed how will you replace them? you can not buy UU, you can not raid an UU. The naq the Lifers would be producing would be so hi you would be an eternal farm as you couldn't build a decent defense for lack of UU.
Sounds good at first but in the long run its a bad idea.
This would certainly require balancing, but you could simply limit the number of lifers (which makes sense anyway, since the mines are only so big). Plus, I have been massed a couple of times, but both times I was still producing a good amount of Naq, and didn't become anybody's farm because I focused on defense. I think that if this mod were added it would add a dimention of interest to the game, although it wouldn't make a huge difference. Additionally, I think that it should only apply to agents sent on recon/sab missions that are discovered in the act, not to units killed during regular attacks.
Additionally, I think the Goa'uld should be able to convert some using the brainwashing technology (purchasible update). This tech could be balanced by the Asgard having a faster hyperdrive on their ships (shorter search time for motherships), the Tauri having Tritonin (fewer battle casualties) and the Replicators having...ah, who cares about the legos!
