ie. 100k miners only = 80*100000= 8000000 (8mill)
100k miners and 100k lifers = 80*100000 + 80*100000 = 16000000(16mill)
As a little addition, the only differences between a lifer and a miner are;
1. Lifers cannot be untrained!
2. You don't lose lifers when you ascend.

Miner / Lifer
These are your main income producing units. They are safe from raid, and produce a substantial amount of naquadah each turn (see the calculations section for actual income calculations). When unsure what to do with your units, this is the recommended answer - train miners. Be warned though, for each 10 miners you train, 1 will become a 'lifer'. A lifer is identical to a miner, except that it cannot be untrained. Also of note is that on ascension, lifers are the only unit to stay within your realm. They are, as their name implies, lifers in the mines.

This hasn't been stated yet so:
Your miners and lifers are the same thing, a differnet name is used to describe those that can be moved out, and those that can't.
If your screen says:
(1) 300,000 (200,000)
that means that you have a total of 300,000 income generating units, where 200,000 of which are lifers, and cannot be moved to another unit. Therefore you can only move 100,000 units out from income generating to another area.
contrast this to:
(2) 300,000 (300,000)
this means that all of your income generating units are lifers. you can't move any units that generate income to another area.
This is a key point that many don't realize.
