If you were to pay UU to someone to buy SS for another account, but the account is semi-inactive (There is an owner but that accounts owner is not actually playing the game).

Can the person who paid the UU then just trade with the inactive player for their MTs every week?

Yes. Even though it seems wrong. There is nothing against the rules for say me getting my brother or convincing some naybob to sign into the game, pay 20bucks and then supply me with 3 MT's a week. As long as we are seperate people, I don't log into the account, and I don't log in from the same IP they use ever.

without really reading into this i see there being some rule violattions however the only rule this is in violation of would be the feeder accnt. rule....
