Id say 20 tbh. There is a set figure you can base it on thats the 200k less UP you get when you go over 100bil.
10k up x 20 = 200k
Then extra can move over.
Plus, it would solve the take all planets in 1 go problem, since you wont have to spend so much one each one and if you lose one its not as big of a deal, and then UP will be more important to the game, which i think it should be over raiding.

With the costs of the defences invested into the planets I think it could be implemented, most players should be able to raise their up to the required amount, even with significant investment, perhaps have a temporary 'downgrade planet' option available.

I say.... let's make it unlimited planets.
Why?
Because it would allow people to grow as big as they prefer.
How?
Of course it could make the stronger ppl even more stronger (way too strong in fact), so there should be some limitations.
- Having more planets leads to penalties. These penalties could be things like:
* planet's population revolts (costing defenses; requiring naq to fix and even more naq to stop the revolts)
* increasing costs to build defenses. this would mean that more planets means more expensive defenses, and at some point someone would not be willing to build the really expensive stuff anymore (and just leaves em with lower defense). result: lower defenses, more easy to steal (even from bigger players!)
* link defense cost (and planet ability/strength) to the account strength of the owner of these planets. And not to things such as strike/defense action, but more like covert levels, UP, number of ascensions, and such.
- Planets could be given an "efficiency bonus", depending on the # of planets someone has, and his account levels (UP/covert levels and such). These bonuses can be 200% if you have little planets, and 50% (or even 33%) if you have lots of them. These efficiency bonus is then expressed directly in the overall power of the planet, i.e. the bonus they give.
I could add more but I don't want to make my post too long. I admit my idea is a bit bold, but maybe worth investigating and considering
