what counts now, raw up or total up

Im asking these because i think that every officer gives 15% of his TOTAL up to his commander,
but a friend said that you give 15% from raw up.

So what is it ?

This is correct as far as I know ,but I have found that being your own commander goes off of RAW only.

the correct answer is raw. believ me i know. i have several offiers and a CO and ive played arond with different settign so many times. belive me its raw if it was total than player a could make player b his CO and player b could make player a his CO. If it was total then it would really screw things up,ppl would be getting exponentially increasing numbers which would cause llots of exploitation.
