They are naturally dual, or they are not...
you can't make a planet change...

like you can't make a UP planet into a covert planet etc

Actually it is very usefull even the one after that for 1trill [mind blowing[ is very usefull it just depends on what you want with your planets

And 100bill-300bill def on planets isnt so rare anymore soon

well there you got a point but if you reach the 75mill limit you need to do something to improve

but if your plannin on getting huge stats on your planets monstrous or even mind blowing will make it alot cheaper then smaller sizes
