New rule for the bugs section

When reporting a bug, don't confirm that there is a bug if it has already been confirmed by 3 people, unless you have experienced otherwise.

Also don't start talking about what you lost to the bug or just make funny comments. Admin will give you back resources if he wants anyway.

Breaking this rule will end up with a warning....
