Out of curiosity, why doesn't he view it as a violation of the NAP?

How do you not understand "Non-Aggression Pact". Is the guy so lame and moronic that he can't understand that? Perhaps you should send him a reply with a dictionary response to each word in that phrase. I'd talk to his alliance leader and demand repayment. Then, I'd make sure he was kicked out of the alliance. After that, I don't believe there is any NAP is there? :)

i guess it depends if you had a full treaty or one of the naps. Non attack or Non aggression.
Check with your leader which applies, different alliances have differing meanings.
Report the situation to both alliance leaders, give them time to sort it, mass if you then have to.
