I think having the option to leave an alliance during war should stay...
Personally I would stay. but it will show the weak members that run at first opertunity... do you really want them in your alliance. also if war was declaired by you alliance but you disagree with this or the reasons why (possable crazy leader - maybe) then why should you be locked into a war with an alliance 20 times stronger than you - just cos crazy leader wants to mess around
so to sum up - people should have the option to leave whenever they like

No after having discussions in my alliance about such things, few members reminded me that keeping unactives or weak or whatever they are is good for wars. Why? Because they are targetted as well and "usefull" members are then less targetted

this idea could work, although id change some things, instead of a contract have an alliance bank, the alliance leader sets an amount of naq to leave the alliance if a war is going on (if you have offically diclared war with some1) it would be anywhere from 100 mil-100 bil. so bigger alliance the more it costs to get out of, then the naq would go into the alliance war funds (can only be acssesed by alliance leaders in a time of war) also, give the person tht left the alliance a 2 day PPT, but only from the alliance he came out of, like every1 could attack him except the ex alliance for 2 days, this would prevent ppl from paying the leaving payment them getting massed by the alliance still.

Thanks, i dont know how youd do the PPT from only ex alliance members tho. Seems like it would be kinda hard to make.

hmm... how about having the cost for leaving:
x naq and/or x uu
1 MT
1 ppt counter
2x market value
so essentially, the cost is to give the required alliance naq/uu, and buy a ppt...
the reason for actual ppt and not just alliance ppt, is that it would be easy for those in ex alliance to just get someone to mass the leaver for them... so solely alliance ppt wouldnt work...
of course, the cost for leaving outside of war could essentially be a fraction of the above... maybe 10% of alliance sum... or perhaps just nothing...

I like the idea of contracts, it makes a little more challenge to the game 
I, Myseri, here by sign my name to be in the FAHQ alliance until June 20th, 2007. To break such a contact would require 20,000 Untrained Units multiplied by the number of days prior the ending of the contract that I wish to break. yea, something like that
but yea contracts of some sort and giving the alliance something if you wish to leave before the contract ends will stop those leaving in times of war for free and also they wouldnt have to be massed due to them giving something to the alliance

the problem with the contract time limit part is that most intend to stay in alliance forever, and how does one subtract 1 from infinity? how much is that?

The alliance leader sets an amount of naq that must be given to the alliance bank if you wish to get out of the alliance once war has been decalred. If its before war or after war then you do not have to pay a thing.
When you join an alliance or even if the alliance leader him/herself sets a leaving charge you are sent an ingame message stating how much the alliance leader has set the naq at if you are to leave the alliance in times of war. that way everyone would know and it solves people leaving the alliance for nout in times of war
Also I think there should be a limit for the "get out of war clause" otherwise there could be stupid leavin charges that no one could pay
