Unit Production - Why two figures?

In the command centre you are given 2 unit production figures. Why?

e.g. Unit Production xxx /day (yyy total)

Which is which?

[The Dalek Empire]

The first number is your raw Unit Production according to how many times you have upgraded your Unit Production.

The second number is your true Unit Production, taking into account all factors, such as having Officers and being your own Commander. This is the number that you actually receive.
