It doesnt account for planets or army, so no im afraid APP isnt too accurate.

to make the army size rankings not work as a way to see army sizes of everyone, maybe have it:
not show army size of those above, only show that they are larger, except when covert is strong enough to see...
show just a numbered rank for how many larger armies exist... so if say, 200 persons have 75 025 096 army, then they only take up one spot on rankings, they do not take up 200... but it is also said how many have that rank...

so might look like this:
army rank ____ # players on rank _____ size on rank _____ link to names
1352 ______________ 73 ____________ 4 573 467 __________ Link
1 _________________ 1 ____________ ????? (larger) ________ Link
1500 ______________ 1 ____________ ????? (smaller) _______ Link

and on that link, if covert is too low to see some person, that person's name is replaced with ?????
that way, covert isnt overridden...
