Raid does not take any planets at all. Not even untrained ones.
To recreate:
1) find a target with untrained planets out
2) attempt to raid them

I can raid untrained planets - just tested it and it worked fine for me

yea i raided someone and got just untrained
he had 18.77k out....
(was simply for test purposes obviously!)
Hen, check ur recon-logs and check how many untrained he had out
271 Undeveloped planets were annexed from xxx
0 Resource planets were annexed from xxx
