cash market isn't working for people over 50 mill army size

When you are over 50 million army size and not able to trade for any more UU, you can't use the cash market at all - meaning you can't buy Naq or turns either.

The cash market shows a message that you can't purchase any UU but when you try to initiate a trade for Naq or AT, the page just refreshes and nothing happens.
