One question

One question, does your officers UP planets count towards your total UP?

Indirectly yes.
Because the Comander's cut comes from your officers total UP which includes their planets' bonus.

Nope, pretty sure it's Total nowadays.

but then a group of people can create a chain and get an infinite UP cause the UP keeps going up from being their commander, couldnt they? :?
