personally I would like the ability to do this without having to use attacking forces at all - but I suppose that a price has to be paid - and that the attacking forces could be seen as cover or a diversion for the anti-covert team.

You just need to be very careful about keeping counter-intel units. It's probably best to train them as needed, either to boost your rank (which means you need to stop attacking), or to destroy someone completely (which means you should train them by the time the opponent is running low on defense, so the last attacks will take out their covert without hurting your counter-intel too much.
If theyt were to be put in a separate attack type, it would have to be a destroy-type attack. Just aimed at damaging, not stealing anything.
