The reason why I follow this rule... you hit once and miss once, you still break even on AT cost. Also if you hit every time, you farm enough to either
1.) buy another 1k ATs and keep the other [Cost of ATs] for pure profit
2.) buy 2k ATs and use 1k ATs to farm again and use the other 1k ATs to mass

For raiding, it's more tricky. It's usually more difficult to consistently find a significant number of targets for 2X the cost of ATs. I always look for the
best gains per AT. I do a series of 1AT hits on my war lists. I'll raid anyone that brings back 2k UU per 1AT hit. 1500 UU or less is barely worth the effort
to raid for 5 hits and get back barely any profit. Why dry hump a target for 30k UU/15ATs when you gain more for your ATs with a target that starts at 50k UU/15ATs?

OH... and keep a tab open for duderanch if he's ever on PPT. :P
