i am not a fan of it decreasing spy level as this could be several hundred mil naq for soem players.. but the rest sounds good.

To be honest, I don't really care about what happens to spy levels. The thing with spy levels is becomming a bit absurd.
It might be possible to reduce the cost of buying back a spy level, since you were there once, but I'd vote against it...
