I see you have conveniently left out the other races 25% bonus to their specialization, yet you did mention the goa'uld 25% bonus, and actually compared it to some of the lesser bonuses of the other races. My interpretation of that is that the goa'uld should get another 25% bonus somewhere.....though I don't think that is the way you meant it.

wheres the Tauri 25% bonus?
wheres the Asgard 25% bonus?

coz only a 10-15% bonus is visible

Tauri: 25% strike bonus over their third strike upgrade
Asgard: 25% defense bonus over their third defense upgrade.
Replicators: 25% covert bonus over their third covert upgrade.

Wether they are visible or not, they are there.

i wasnt refering to what you said lol
just saying that there are sorta 2 groups

repli's and goauld r alike
tauri and asgard are alike

But seriously, I wouldn't be so angry if we didn't have to muck with both the covert penalty AND the defense penalty. Is there any explanation for why that is?

Dont forget also that to get high spy levels you usually need to sell weapons.

Goa'uld get 80% of the purchase price of their weapons
Asgard get 88% of the purchace price of defensive weapons
Tau'ri get 88% of the purchase price of their offensive weapons

so Goa'uld are kicked for another 8% against these 2 races

Well the Goa'uld are at a dissadvantage.
The final multiplyer (in decimal form) for each of the races are as fallows

Strike Action:
Goa'uld:2.635
Replicator:2.4
Asgard:2.805
Tauri:3.625

Defensive Action:
Goa'uld:2.4
Replicator:2.5575
Asgard:3.64
Tauri:2.2475

Covert Action:
Goa'uld:1.56
Replicator:1.782
Asgard:1.62
Tauri:1.625

Avrege multiplyer:
Goa'uld:2.19833333
Replicator:2.2465
Asgard:2.68833333
Tauri:2.49916667

As you can see, the Goa'uld, have lower stats on avrege. There is also an automatic, 1.25 Strike Action bonus for Tauri, 1.25 Defensive Action bonus for Asgard, and 1.25 Covert Action bonus for Replicators.

I know if I don't say this now some replicator is gonna get happy over the fact that the Goa'uld and Replicator's numbers are so close.

Keep in mind that this is all VERY raw, it doesn't include the fact that defense and covert are more important than strike, the fact that covert is more important than the both of them, etc.

And even in the RAWEST sense, theory aside, the Goa'uld are still in trouble.

Well here is how I would balance out the Gould.

First the unique tech shlould make Trained Mercs for attack or defense in stead of untrained no matter what type of unit died that would help out there incredabily week tech

Second give the gould a ten percent bonus to the number of mercs they can have without an upgrade this feeds in to there god like status and there income bonus since they will be able to convince more to follow them and make more money with there untrained units.

Third give them a 5% reduction on the cost of there merc upgrade leveles like eveyone else have for there special abilties. (5% beacuse they have a huge income bonus.

Fourth they should get there mercs for 5%cheaper like taurie and asguard (same as before on why 5%)

This will make they gould stronger beacuse they will not lose untrained units as fast and help them make more money by doing so. Also this is very unique to the gould and no other rase has anything like it.

A reason not to do this would be to introduce a new race that relies on Mercs for there bonus....
