He isnt extorting.
Robin can do whatever he wants, even if everyone else thinks it is 'unfair'. It's his accounts and unless it's short of hacking or something that isn't meant to be (abusing bugs whatever.) He can do it. It might not be wise on the otherhand ...
It's much like how I remember people would sometimes go "Hey, I'm bored. Lets mass this guy." *masses*

I say no, yeah a little heavy handed as was said, but then I guess fleets are more your defence, than you acctual defence, no?

Hm, come to think of, I do have more fleet strength than defense.
Defense would have been cheaper but fleets are fun.
