I think the more likely explanation however is this needs to be clearified better than it is. Everytime I receive this annoying message on the ingame market, I have no idea what the hell it means or what it wants me to do:

"You fold to pressure from the galactic council in not providing this galaxy any more units since it has amassed so many that the galactic council considers it a threat to all galactic life to assist it to grow more. The maximum the council allows before stopping direct giving or trading of units is 120,547,945"

I'm trying to broker a guy. My 1 mill uu for his 730 billion naq. I get this message everytime. Oh yes, my UU are untrained

He does have a large army 22 million though, so maybe he doesnt understand the problem as much as I did. Here is a message he sent me, can you understand why I might think he was trying to screw me?

Well, he wouldn't be trying to rip you off I don't think, since he'd have to pay you the naq if he got the units no matter what.

But he shouldn't be over the limit with 22m army.

Either someone's over the limit, or you're trying to trade with the wrong person, someone who happens to be over the limit.

There is no limit to trading UU per week. Only how much you currently have.
