CEF error

CEF error
okay, so I tried to increase my number of cosmic exploration fleets (aka UP) by 1000. I am already at 100k. the cost, according to my rough calculations, should be in the range of 200bil-210bil. I have 280bil+ for the spending but the game tells me "NO RESOURCES LEFT" when I try to make the upgrade. WTH?

bought 100, then the listed price jumped to 2bil instead of 200mil. I know charisma is relevant, but surely that much of an increase is not normal, is it?

Fleet costs
100k and under - very cheap.
100k -110k - 2 bil each
110k -120k - 4 bil each
120k -130k - 8 bil each
Smth like that anyway, jumps up by alot every 10k.
