Dismissing the leader of the alliance

Hi. I have serached through the threads but so far cannot find the answer. Maybe asked many moons ago.

If you are 2IC of an alliance, and in the alliance pages, where you can remove/ask/revoke etc players, can you remove the leader of the alliance? or does this automatically disbands the alliance?

I believe if you look closer there is no option to remove the leader.

Also I beleive if the leader leaves an alliance without handing over power the alliance is deadlocked as a new leader can not be chosen and the name is locked as well.
