Simply put, both sides need to agree to a start time and winning conditions, being a minimum defense that has to be maintained (for instance, 50bil) and the person who spends the most time below that mark during the war loses. This could also be expanded to include covert and strike as well.
- When a challenge is presented by party A, no attacks between party A and B can take place until the challenge is accepted (or rejected - and 12 hours after the rejection to prevent abuse). If the war is accepts both players are transported to a new realm. If a war is rejected by a player another challenge cannot be issued for 2 earth weeks (between those two players). This challenge will automatically become void after 24 hours.
- If party B accepts party A's challenge, both parties are transported to a different realm for PPT until the start of the war. (the war start time cannot be more than 48 hours from the initial challenge to stop abuse).

- All AT's onhand before the start of the war are sold at market rates when each player is transported to the new realm
- Each player is given 2k AT's at the start of the war and thereafter, AT's accumulate in the normal fashion. This is to ensure that both parties rely only on what their account has and can produce to win the war.
- No PPT
- No trading with people outside of the war due to being in a different realm.

- One hour after a person is massed down to below the agreed figure(s) the clock starts. This is to ensure that each player has some time to rebuild before being penalised. If a player is below the mark for more than 12 hours, they automatically lose and the war is over.
- Once the war is over, both players are transported back to main realm and are granted 2 days PPT (included as one of their PPT's for the week) in order to rebuild. Any leftover AT's are removed (no compensation)
- The winner receives a 20% increase in bank space, planets, income and UP are doubled for 2 days (as well as 100 GnR points??)
- The loser loses 100 GnR points, raw UP and natural income are reduced to 75%.
- In order to consitute a war, both sides will have to have attacked, a total of 1-2k AT's will have to have been used and one party will have to have been massed to below the required mark.
This is a system for parties that may have discussed terms before either ingame or on IM to officially ratify their war and have a consequence for their actions. It does not stop people from just massing someone who has wronged them, and from what I can see may be hard to abuse.
