Can't buy mercs

I was trying to by some mercs and I was well under my limit it was like....

You now have:
180018 Trained Mercs.
600010 Trained Military Units.
You can have a maximum of 630,011 Trained Mercs.

So i tried buying some more and at this point I had 100bil naq out. Said i didn't have enough resources. So i tried buying just 1 merc and it still said I didn't have enough resources.

Is anyone else having this problem?

It is also writen:

ADDITIONALLY - each Merc (attack or defence) is paired with a 'super soldier' (attack or defence). This means that you can only have as many attack/def Mercs as you have supers of that type. (plus 10% for each merc level)
