I wonder if this is happening to anyone else...
On my overal Realm page I have a Cosmic Expansion Rate of just over 42Mil/ Day, however on my introspection page I have a Cosmic Expansion Rate of just under 49 mil/ Day. Is there a bug somewhere, or is this there a max that I can get to, as even though I increase my feets and charisma my Realm page does not seem to change (and this is the amount that I am generating every day).
Would someone be able to help?

You're over 2b planets, so you're now experiencing the CER cap. The farther you move from 2b planets, the higher the effect will be.
So your Realm has your adjusted CER which you are receiving and the introspection page has your actual unadjusted level of CER based on fleets and charisma.
