minor MS bug

ok. so after buying 1 tech upgrade my shields capacity is *******1 but somehow i'm only allowed to buy *******0 shields

I think there is another topic on this but as it is a % bonus the number shown in the MS page is rounded up, however you still can not go over the number so it looks like you are getting one less you are really only getting .5-.9 less
