Strangely enough my officer who's unactive has something like 80k rank defense...so I think if you have defense planets, or techs or something else, your rank isn't same as an unactive's defense rank is.
Don't ask me why, I don't know really. But I've seen it several times.

true, i had rank 24k strike when it was 0, when my officer for some odd reason had 44k strike, we both had 0 at the same time and he sold his weaps like 24hrs b4 me... there must be something that influences it...

We've also speculated about it before. Our best guess was that joining time plays a role - when we were doing ascensions and myself and a friend had zero stats, I would always rank higher. I started playing first.

I don't have defence planets. i guess it's something to do with the ID of your account. The older it is the better your rank is.

I've not looked at this for a while but I think it used to be random.....sometimes my 0 def (or MS, or CS on ascension) was ranked highly, then lowly....but can't confirm that atm

Considering there are nearly 100,000 accounts in ranks, and 25% is approx 25k, that would mean you'd need to mass approx 24k accounts and not have them rebuild. That should leave you with approx 1% remaining with a def. That would also mean you would have someone with a 0 def ranked 1,001. lol.
