i cam up with an idea of when u raid u get a 3% chance of stealing 1% weapons on random but its like ascended blessing but it stays at 3% no matter what your ascended lvl is
and when u sab some one it also sabs fleets up to 2% of the fleets capacity

First off - why? Why is this needed?
Second, the sabbing idea wouldn't work - as the M/S can be considered to be always separate (in space) from the other weapons - the recon reports always say you notice an empty M/S docking facility. A new type of covert attack maybe? But the original question stands - why is it needed?

it throws a wrench in to the idea of the whole raiding concept in real life when u raid u have the optian of take all different assets ive been in the military or make another lvl of covert troop that is sepreate then reg covert but is just an idea

what about the people that cant raid?
also 1% of some one weapons can be alot
if your you get massed and are not on nox/crit you would have no weapons at all

lol yeah raiding is a non question when you are above the raid limit.
What I'd prefer to see is sabbing being more effective on strike weapons.

If you can raid there weapons you might aswell remove sabbing,
How about, if its not broke dont fix it.

only thing I can see thats viable is stealling "unmanned" weapons. How you going to take a gun from someone holding it?
Raiding takes miners/prisoners, who dont have weapons.
