It's like with turns.. when you broker someone for turns, you cannot make them hold over the max either.

Pretty much all the ways of doing it have been tried and locked out (this time)
You can't broker out say 100million and get in another broker. You can't broker out the UU have it rejected and get in another broker, etc etc... this also applies for the raiding cap.
