Requirements to be someone's Officer???!!!

I recently looked up recruitment page and tried to join a few ppl.
When i look them up and click on "make commander" button.
It says, you should spend more time playing before making someone your commander.

Why can't i be an officer?

How many hours i need to play or any other requirements?
