I still enjoy ascended when dueling with a like player, but those who build nothing but strike 1 time a week, or who assasinate and nothing else, just shows how broken the game is. It also shows a lack of concern from the administration.

Congratulations 
Someday there shall have to be a contest between all the major CER players. See who can knock the other below their daily CER and all planets have to be trained into killable units for the duration of the contest. Or maybe just full growth as full CER is a different number for everyone.

I'd go for that if it wasnt for the exploitable bug thats still around LOL.
Of course mass abuse of it might would spark some action from Admin.
I do have to say, the thought of burning 2000 AT, 30 attacks at a time for how ever many hrs/days it took to exhaust all resources would be a sight to see and even better to participate in.

so what's the next big ceiling to crash through? Lvl 1000 charisma? 10Q dmu I believe it costs. Can anyone give an expected timeframe of when it is likely to be broken?

Wow, that's quite a bit. 
I've just managed 420,000 fleets, and 792 charisma, since first ascending on Dec 3, 2008. Still working at it daily, though...
It may be a screwed up part of the game, but is still something to do, and only takes a couple mins. to keep up with.

Keep at it. I ascended a year ago almost to the day and have 830000 fleets and 909 charisma. The weird thing about it is for 6 months I was at a constant 43.5mill CER a day, it's only now dipped to 42.5mill/day even though I just joined the 40 members of the under 5% club
When I got back up here again last year my attitude was "everyone will be way to far in front" so I wasn't going to bother. I didn't realise most had given up and made life easy.
Problem is we don't really have anything or anyone to dominate anymore
