Too young for cosmos?

For newcomers to ask questions to the other users... this section will usually answer most questions... requesting resources (naq/UUs/ATs) is not to be done here...

Too young for cosmos?

Answer to this question might be burried under 3 miles of topics and i can't find an answer for my officer candidates. I think a simple answer could be a benefit to all.

How long is the exact time that you have to play to be able to join as someones officer?
In other words.. When a newbie comes "Old enough for cosmos?"
