Would you call ...
a settlement of 2000 people a town or a village?

It's a village.
Unless it doesn't have basic facilities, in which case it's a hamlet.. it sure is tiny enough.

A population of 2000 is a town. It simply to large to be refered to as a village.

Perhaps in Australia..
We don't really refers to places as "Villages" unless it is a Retirement Village or a Shopping Village. We also have "Village cinemas", which is a brand name, but still counts towards use of the term.
We call things Towns and Suburbs. When the word village comes up, I generally thing of a little place with cottages and lovely people wearing old-fashioned attire eating good home cooked food and dancing while someone plays the Ukulele.
Italy has many little villages, I think its more of a European term.
It's not a matter of luck; it's just a matter of time.

I live in a town with 4400 population
I live in a nort-east Hungarian village with 3k-4k total population.
We call something a town, if it is independent from the neighbouring towns, cities etc. Independent, I mean it has own hospital (not just a surgery with one doctor), an own police and firefighter department and it has own mass transit system.
But these things are not needed in a 3-4k total population village because 1-2 police car and a surgery can be enough as ambulance, firefighter and police can arrive in 10 minutes from the nearest city or town.
Well, I would say the answer is depend on where is the village/town located and what infrastructure it has.

Re: Would you call ...
village
i'm sure i recall reading a historical classification of what constituted a village, town and city
certainly there are cities in the UK which are the size of the average town, but they have a Cathedral and are thus officially cities
gotta love our backwards ways

Actually iirc the only cities that are offically designated the term 'city' because they have cathedrals are those that had catherdrals when the doomsday book was written. If you look around now there are quite a lot of towns with cathedrals, getting the term city is now about other things.
But back on topic, its a town, albeit a very small town but still a town (you might refer to it as a township for example) and likey to possess many more facilities than you would find in a village, for example I live in a village and the only 'facilities' we have is a primary school and a small village hall, no shop or post office, police station etc. hell we only got gas in i think around 91/92.

Re: Would you call ...
Personally, I would call it a village, but it is really boardering on being a town. However, it really depends on the country and the laws in place.
In the US, different states have different definitions of villages as some go by population and others may go by sq miles and others don't really define it.
