By alliances at peace, do you mean, the leader set relation "friendly" with the other alliance? Not really sure with the exact features since I have never had AL or 2iC powers.

That's exactly what I mean.

This is the situation with the alliance in question;

Relation (yours/theirs
your alliance/their alliance) Neutral / Peace
Friendly / Friendly

setting an alliance to friendly just marks them as friendly in the attack logs, it takes a peace setting to remove the attack buttons
