He has more then the allowed planets. This guy has 11 :( Not Fair at all!

This is not cheating, I once had 11 planets.

Have 9 planets, send out MS, then make planet on market. if your MS returns with a planet you then have 11.
It's not bug exploitation either. It's an added feature.
